Publication of Paine’s Rights of Man in 1791, in response to Burke’s Reflections, compounded the general sense of unease a notch more, as Paine’s pamphlet seemed to promise (or threaten) the idea of mass politics
– though liberal America would prove to be as concerned about this as Britain, whatever Paine thought.
